Ferdinand Enriquez, program manager of GTZ for Sultan Kudarat Province, facilitated the discussion on Theories of Change.

SULTAN KUDARAT
CONFLICT ANALYSIS
Initiated by GTZ in partnership with Local Government of Columbio
July 3-5, 2007 at East Asia Royal Hotel, General Santos City

Day 3:

Two broad ways peacebuilding work contributed to “peace writ large”, or the bigger peace:
Ending violent conflict or war
Building just and sustainable peace

Who Needs to be Engaged for Peace?
a. More People Approaches: peace can only be built if many people become active in the process.

b. Key People Approaches: focus on involving particular people, or groups of people, deemed critical to the continuation or resolution of conflict because of their leverage or their roles.

Programs Work at Two Basic Levels:
a. Individual/Personal Level: to change the attitudes, values, perceptions or circumstances of individuals; peace is possible only if the hearts, minds and

behavior of individuals are changed.

b. Socio-Political Level: changing socio-political, or institutional, structures; creating or reforming institutions that address the grievances that fuel conflict and institutionalizing non-violent modes of handling conflict within society.

Baht said that this discussion is a prelude for the next session to work on. These are just theories of change where there are those who believe that change is possible when you change all people. Meanwhile, others said that change can be elicited if key people are transformed. But reality dictates that these theories are but interdependent and helpful in changing policies, systems and structures for the socio-political life of communities.

Baht asked participants to think of strategies for Columbio town in order to affect change especially in peace-building. He also asked them to group together after 10 minutes of reflection and craft a plan together.
